I have the honour to submit for the
signification of His Majesty's pleasure the enclosed
Ordinance intituled:-
An Ordinence to amend the law relating to the recovery of possession in certain cases and to restrict the rents of certain domestic tenements and to amend
the Rating Ordinance, 1901. No.13 of 1921.
I enclose also a report by the Attorney-
General, together with reports of the proceedings of the Legislative Council at the meetings held on June 23rd and 30th and July 18th.

The Attorney-General's report and the speeches made in Council deal so fully with the principle of the Ordinance that it is unnecessary for me to add much to them, I was, as I stated in Council, most reluctant to interfere with the operation of the law of supply and demand, especially as I was apprehensive that the result might be to discourage building. I had, therefore, for more than a year, refused to take action in the direction of limiting rents, although I had received a large number
